Competition Regulations

2.Event Items and Scale

(1) Half marathon, with 20,000 participants.

(2) 5km Happy Run, with 5,000 participants.

December 22nd, 2024 (Sunday) 7:30 a.m.

4.Event Location and Routes

(1) Starting point：Meifeng Sports Park, Xiamen Huandong Romantic Coast

(2) The specific route: Meifeng Sports Park (starting point) → Tefang Portman Seven Stars Bay Hotel & Resort → Jindu Haishang International → Bauhinia Night Run Park (5km end point) → Bingzhou Waterfront → Putou Festival Garden → Fantawild Dreamland (10km) → Shixun Yiren Garden → Minshi Garden → Yumian Bay → Lvyin Port (endpoint)

5.Rule of Competition

(1)This competition will follow the latest rules and regulations approved by the Chinese Athletics Association, China Marathon Event Organization Guidelines and the rules of this competition regulations.

(2) Start

a. The event will start in separate zones with more details in terms of registration sign-in. Further instructions will be given based on supplementary notice. 

b. The 5km Happy Run begin when the starting pistol shots.

(3) Start order

 1. Elite Athletes:

（1）CAA Registered professional athletes

（2）Elites invited by OC or sponsors

（3）Achieving following performances in recent 5 years:

2. According to the top athletes in front, the general athletes according to personal performance in recent 5 years, regional standing, no previous performance unified arrangement of the last zone.

(4) Roll call

a. Top athletes approved by the organizing committee must have separate roll calls in the designated area 40 minutes prior to the race. Failing to go through the roll call will not be recorded in the official race results.

b. Timing chips and bib number checks will be carried out for general runners, who will need to go through the roll call in respective corrals within the specified time. The roll call times for the Half Marathon and 5km happy run are 5:50-7:20 a.m. and 6:00-7:30 a.m.

c. Back zone runners are NOT allowed to move to front zone. Front zone runners, though, are free to move to a back zone. Violation of this rule will be subject to the cancellation of the race result and the ranking and a one-year ban.

d. No runners are allowed to start 10 minutes after the last shots.

(5) Timing method

a. Timing chips will be used, which start working when contestants cross the start line. Contestants must wear the disposable timing chips provided by the organizing committee in order to validate the race results.

b. Timing carpets are placed at the start line, every 5km point and the finish line. Runners shall run through each timing carpet during the race. Those who finish within the cut-off time but without complete records from all timing points will not be qualified for the final ranking.

c. The 5km Happy Run does not include a disposable timing chip or a ranking record.

d. Winners of the Ranking Prize and National Record-breaking Prize will be ranked according to the gun time, and Winners of the Xiamen Citizens’ Prize will be ranked according to the net time.

(6) Closing Time and Race Distance

To ensure the safety of all runners and the operation of the city traffic, after the closing time of each point, the timing carpet will stop working, and public traffic in this section will be back to normal. Runners shall stop racing and leave the course in time, waiting for the event pick-up vehicle or taking public transportation to the finish line. Failing to follow this rule will have to take corresponding legal and economic responsibilities for the accident arise.

Closing time is subject to the gun time. See the following chart for details:

(7) Baggage Deposit and Collection

a. Runners can deposit personal belongings by the order of bib number at a designated area before the race. The baggage deposit and collection service at the starting point will end 15 minutes before the start of the race. After finishing the race, runners shall go to their respective areas for collection. Baggage collection will be available by 14:40 on race day. Those who are unable to collect the baggage by the above-mentioned time can go to the front desk of Xiamen Sports Group Event Company (Address: No. 99 Dongdu Road, Huli District, Xiamen City, Contact: 0592-3660069) to claim or ask for paid delivery within 5 days after the race. After this five-day, all unclaimed baggage will be disposed of by the organizing committee.

b. It is not suggested to leave valuables in the bags. In case of any damage or loss, runners shall take responsibility by themselves.

c. The 5km Happy Run does not provide bag storage service.

(8) Water, Energy drinks and Refreshments stations will follow the instructions from China Marathon Event Organization Guidelines.

(9) Medical Aid

a. Medical aid stations will be set at the start area, along the course and at the finish area. AED first aid service will be provided along the race course.

b. Medical aid volunteers will serve along the race course, assisting in medical aid and maintaining race order. Contestants can ask for help from them when needed. During the race, the medical group leader is empowered to give instructions to abandon the race and take back the bib number of the contestant the based on the physical situation. If the contestant refuses to follow the instructions given by the on-site medical crew and insists on continuing the race, all the consequences and responsibilities arising shall be borne by the contestant. In case of losing consciousness during the race, the organizing committee will be in automatic commission to take every means for emergency aid, including but not limited to CPR (cardio-pulmonary resuscitation), AED, and fast transfer via rented vehicles.

(10) Doping control will be conducted according to relevant regulations. Winners of the Ranking Prize, Xiamen Huandong Half Marathon Record-breaking Prize will receive the doping control. The rank and awards of those who fail to pass the doping control will be cancelled, and the rank will not be supplemented.

(11) Race result certificate. For runners finishing the race within the Closing time, please log into the official website after the race to search, download and print the certificate. Runners who finish the race within the specified time, please log in to the official website of the race to check the results, and download or print the certificate of performance within 24 hours after the race. 6. Participation method

(1) Age Requirements

a. Half marathon: All participants shall be at least 18 by race day (born before December 31st, 2006, or before).

b. 5km Happy Run: All participants shall be at least 8 by race day (born before December 31st, 2016, or before).

c. Participants under 18 must have a consent certificate signed by their guardian or legal representative before they can receive the race Packet. Participants under 16 must register with their guardian or legal representative and be accompanied by the same race.

(2) Physical Requirements

Marathon is an athletic sport of high load and great intensity over long distances. It is also a high-risk athletic sport which has high physical demands on contestants. Those who wish to participate in the Marathon race shall be in healthy condition with long-term experience in long-distance running.  

Anyone who has any of the following diseases is prohibited from the race:

a. Congenital heart disease and rheumatic heart disease.

b. Hypertension and cerebrovascular disease.

c. Myocarditis and other heart diseases.

d. Coronary artery disease and severe irregular heartbeat.

e. Diabetes.

f. Having cold symptoms two weeks before the race.

g. Pregnant.

h. Infectious diseases.

i. Drinking lots of hard alcohol or lack of sleep the night before the race.

j. Other diseases which are not suitable for sports.

(3) Registration

a. The scale of the half marathon is 20,000 people. When the number of applicants exceeds the capacity, the qualifications will be determined by the draw selection.

b. The scale of the 5km Happy Run is 5,000 people. Registration is on a first come first served basis. No need for the draw selection. Registration will be closed when full.

d. Group registration is not accepted.

e. Qualification for direct entry into the race:

(a) Professional athletes registered by the Chinese Athletics Association;

(b) Top participants invited by the organizing committee;

(c) Sponsor quota.

f. Participants to be rejected from registration:

(a) Under suspension penalty by CAA for violating relevant event rules.

(b) Under suspension penalty by the organizing committee for violating relevant rules.

(4）Registration Fee

a. Half Marathon: RMB￥160/person；

b. 5km Happy Run: RMB￥80/person；

c. Race packet shall not be given and the registration fee shall not be refunded to those who have received the race qualification but incapable of participation.

7.Awarding Method

(1) Male and female top eight awards (by gun time)

a. Awarded to: All runners.

b. Awarding standards: See below race results and the respective awards (in CNY). The top three men and women runners will each receive a trophy, and the runners who made the shortlist will receive medals.

(2) Record-breaking Prize (No.1 of the Domestic athletes)

a. Awarded to: Breakers of the national half-marathon record (Only for first-place Domesti athletes; results are subject to Chinese Athletic Association announcement).

b. Awarding standards: See below race results and the respective awards (CNY).

(3) Record-breaking Prize (Domestic only)

a. Awarded to: Breakers of the national half-marathon record (Only the first athletes will receive the bonus based on the highest amount, and the results are subject to the CAA's announcement).

b. Awarding standards: See below race results and the respective awards (USD).

(4) Xiamen Citizens’ Prize (by net time)

a. Awarded to: The top eight male and female runners in the citizen group (only those with local household registration in Xiamen, those who have paid medical and social insurance for more than three years or obtained a residence permit before January 1, 2020) will receive rewards.

b. Awarding standards: See below race results and the respective awards (CNY). The top three men and women runners will each receive a trophy, and the runners who made the shortlist will receive medals.

Notes: All the above bonuses will be subject to a 20% personal income tax under the People's Republic of China's "Personal Income Tax Law," which will be withheld and paid by the organizing committee.

(5) Ranking admission system

The winners of this competition ( Male and female top eight awards, National Record-breaking Prize, National Record-breaking Prize) will be awarded according to the gun performance ranking, and the top eight male and female winners of the citizen group will be awarded according to the net time performance ranking. Winners of Male and female top eight, Ranking Prize, National Record-breaking Prize and Xiamen Citizens’ Prize will receive the doping control. The rank and awards of those who fail to pass the doping control will be canceled, and the rank will not be supplemented.

(6) Race T-shirt, race bag, bib number, disposable timing chip will be provided by the organizing committee (excluding 5km Happy Run). Runners need to finish the race within the closing time to receive the finishers’ medals.

(7) The list of winners will be publicized on the official website for 10 workdays up from the next day after the race. For any objection to the awarded results during the period of publicity, please contact the competition office of the organizing committee and provide authentic and valid evidence. The rank of anyone who is reported to have violated the race rules and relevant regulations, if proven true after investigation, will be canceled. The rank will not be supplemented in this situation.

Following the public announcement and the results of the doping tests, the award-winners present their valid bank card numbers, copies of their signed ID cards, and contact information to the organizing committee office to begin the award-winning procedures. Tel: +86-0592-3660069

(8) The award has a validity period of 30 days after the end of the publicity period, and those who do not respond within that time limit will be considered to have abandoned the award.

8.Punishment

(1) To enhance the management of sportsmanship and discipline in racing, the organizing committee strictly prohibits private transferring (selling) or receiving (buying) race qualifications. Anyone who tries to race by taking the place of another runner, sharing or counterfeiting bib numbers or using nonofficial bib numbers, will be prohibited from entering the course. If any of these cases are found, the violator will be facing a lifelong ban of participating in any event held by the Xiamen Marathon Organizing Committee and will be reported to the Chinese Athletic Association for additional penalties. All the consequences arising from taking the place of another runner, sharing or counterfeiting bib numbers and other violations will be borne by the violator. In case of economic loss and severe consequences result, the violator might be held legally liable. 

(2) Video surveillance will be carried out by the organizing committee at the start line, every 5 km at timing points, retracing points and the finish line during the race. Violators in the following cases will face corresponding penalties, which include disqualifying from the race, cancelling the race result, 1-2 years or a lifelong ban of the race. The organizing committee will also report to the Chinese Athletic Association for additional penalties.

a. Submitting fake age entries or substituting others to complete the race;

b. Racing with another’s timing chip, or with two or more timing chips;

c. Not following the start order and starting at non-designated area;

d. Violating the rules when starting;

e. Racing in relay;

f. Continuing racing after closing time or re-entering the course after dropping out of the race;

g. Not racing along the course, taking shortcuts or public transportation;

h. Crossing the finish line repeatedly or not completing the whole distance but crossing the finish line to get the finishers’ medal and souvenirs;

i. Staying near the start and finish line or in the course (such as taking pictures, lining up, waiting for other runners, performing or other behaviours that affect others’ racing);

j. Not carrying a bib number to pass the finish line;

k. Counterfeiting bib number, crossing the finish line to get finishers’ medal with bib number from other races or previous Xiamen Marathon races;

l. Getting qualification by using fake information or by pretending to be an overseas applicant;

m. Uncivil behaviours (such as open defecation, smoking, littering, trampling on the flowers and grass and other behaviours that might affect other runners);

n. Not following with staff order, rioters disturbing the race order;

o. Running with a stroller or a pet;

p. Other behaviours violating the race rules and regulations.

9.Insurance

Runners shall buy their insurance.

The committee will offer life accident insurance for each contestant, the policy of which shall be subject to the registered information. Runners will be held liable if invalidly insured due to false information.
